Arizona Information Related to the Arizona Recovery and Reinvestment Act of 2009

ARRA Overview

The American Recovery and Reinvestment Act of 2009 (Recovery Act) was signed into law by President Obama on Feb. 17. It includes measures to modernize our nation's infrastructure, enhance energy independence, expand educational opportunities, preserve and improve affordable health care, provide tax relief and protect those in greatest need. ADOT will receive an estimated $350 million for highway and bridge projects statewide under the Recovery Act. Funding will be allocated to regions in Arizona according to state formula, as follows: approximately $130 million for Maricopa County, $46 million for Pima County and $175 million for Arizona’s 13 other counties.

On March 13, 2009, the Arizona State Transportation Board decided that 41 shovel-ready highway projects across Arizona would advance with federal funding from the Recovery Act. Of the 41 highway projects statewide, five are in Maricopa County, eight are in Pima County and 28 are located in Arizona’s 13 other counties. Since then, other “projects of opportunity” have been added as cost savings on initial construction projects are reinvested in additional transportation projects across Arizona.

Construction contracts have been awarded for nearly all projects, and approximately half the projects have been completed. All transportation projects funded by the Recovery Act must be completed within three years.

These projects are designed to put Arizonans back to work and are estimated to create more than 6,000 direct construction jobs statewide, while improving the state highway system. Of the estimated jobs created, 2,180 are in Maricopa County, 760 are in Pima County and 3,080 are estimated to be created throughout greater Arizona.

“The transportation projects supported by economic recovery funds will benefit every Arizonan,” said Governor Janice K. Brewer. “The creation of jobs is vital to our economy, and so are stronger connections between communities and our neighboring states.
